India believes that this civil nuclear agreement with Russia would be better than the one it entered with the US. The '123'agreement with the US stipulates that if the agreement between the two countries is being scrapped then India will have to return all the nuclear fuel and equipments that India imported from the USA.

However, the proposed agreement with Russia does not impose any such condition on India's nuclear program.

The agreement will be finalised after summit level talks between two sides. Official sources that this new civil nuclear pact with Russia would uninterrupted Uranium fuel supplies to India.

India and Russia are expected to sign three agreements in the field of defence, civil nuclear cooperation and trade and commerce.

Prime Minister Dr. Manmohan Singh would also call on Russian Prime Minister Vladimir Putin. Both the leaders would jointly address the meeting of India-Russia CEOs council.

Russian side is attaching special weight to the Prime Minister's visit. Russian President has hosted a special dinner at his dacha in the honour of Indian leader.

Prior to Dr. Singh only the US president Barack Obama was accorded with this honour.
