The Liberhan Commision that probed the demolition of Ram Janmbhoomi-Babri Masjid structure at Ayodhya in December 1992 has severely criticized BJP-RSS top brass including Shiv Sena, Vishwa Hindu Parishad and Bajrang Dal.

However, the report has absolved the then Congress Prime Minister late Narsingh Rao of any role in the demolition. Justice Liberhan observed that the then BJP Chief Minister of Uttar Pradesh Kalyan Singh and his administration kept the central government in the dark.

The Liberhan report held 68 people individually responsible for "pushing the country to the brink of communal discord."

The report said, "Cadres of Rashtriya Swaymsewak Sangh (RSS), Bajrang Dal (BD), Vishwa Hindu Parishad (VHP), Bhartiya Janta Party (BJP) and Shiv Sena (SS) along with their leaders who were present at the spot. The either actively or passively supported the demolition."

The report severely censured former Prime Minister Atal Bihari Vajpayee, senior BJP Leaders like Lal Krishna Advani, Murli Manohar Joshi for their role in the demolition.

The Liberhan report said that, "It can not believe that they were unaware of the plan to demolish the disputed structure."

The report also indicts Shiv Sena chief Bal Thakrey, BJP leaders Uma Bharti, Vinay Katiyar, VHP leader Ashok Singhal and Pravin Togadia for the demolition.

Justice Liberhan have come down heavily on the then Uttar Pradesh Administration particularly naming the then IG Intelligence of UP Police Mr. A. K. Saran, then Chief Secretary Mr. V.K. Saxena and District Magistrate Mr. R. N. Shreevastava for colluding with the Kalyan Singh government.

Home Minister P. Chidambaram tabled the report on both houses of the Parliament along with 13 page Action Taken report.

Law Minister Veerappa Moily later told the Parliament that the government has accepted the recommendation of the report.

The Liberhan commission has recommended a law providing for exemplary punishment over misuse of religion to acquire political power.

The government has not named any BJP or RSS leaders in the 13 page Action Taken Report. It has just said that it will try to "expedite the hearing of cases in Rai Bareilly and Lucknow courts lodged in this connection".
